Hi, I am working on the LWC for past 5+ years and I have built similar functionality earlier. My approach will be, Creating a custom metadata which will store the values which you want to show in the drop down. Also I will have an extra field called Active so that in future if you don't want to show any of existing value you can uncheck the Active field and it won't appear in the drop down. File upload will be standard Salesforce lightning file upload module and renaming will be handled completely before saving the file in the SFDC Files.
