A Little Help In Choosing and Installing compiler

Hi, I am a linux user and I have installed there some IDE (Qt Creator and IDLE). These are (the versions I have chosen) open source software and this is excactly what I need because the programs I make will be open source too and I prefer using open source anyway. The help I need is to choose and set the appropriate compiler in a Windows 7 (64-bit) Desktop. I have already installed Qt Creator open source and emacs but i can not compile a c program from emacs.I thinking about installing MinGW but I think it is installed via Qt and I only want to set the environment. If you suggest some other open source idia I am open to try. The second part is to chose and install a python famous and easy to use IDE. My budget is about 6$ but I think it is less than half an hour work for someone who knows and understood what I want PS: Add the words "open source" on your proposal
