Just gone through the excel sheet you have posted and tried understanding the formulas.. It would be good if you can explain little bit more with real example. Regarding technical details you can check my protfolio.. You can have this calculator in plain HTML + jQuery.. (this is what i have thought of now) If you want to save data on the server then I would suggest with ASP.NET & T-SQL (This will require futher effort estimation based on our discussion). Let me know if you fee OK with the feed.
