We have currently a form in sharepoint 2007 which was built using InfoPath form services ( web-based) and we would like to convert all the filled forms into PDF format. The completed forms are saved in sharepoint in xml format.

You could use Sharepoint SDK which will be integrated with a .NET application I will write for you. So, I will write a new application where you should input the sharepoint credentials only and url or document list. Once entered my application will use Sharepoint SDK for downloading the document list together with for in bulk, and do pdf creation locally by using PDF Library which is installed also on your local resources.
