Program for Data shifting in .csv excel file

I have uploaded here a .csv excel file in which a program needs to be developed. It contains approximately 17 series of data e.g. column A to G represents 1st series, column I to T represents 2nd series and so on. There is a(one) column gap between each series. First series A to G and last series GW to HC need not be done anything. Programming is required for second series to 16th series of data. Each series contains a column heading TIME. Time generally starts from 9:16:00 for each series. But for some series time starts from different time e.g. for this source file, 2nd series time starts 9:16:00, 3rd series 9:18:00, 5th series 9:33:00 and so on. There is no guarantee of the extent of (Time) deviation for different series. When a new data is entered different series may have different extent of deviation. A program needs to be developed to produce the result file, in which all data in the deviated series will be shifted downward equal to the extent of deviation. e.g. if deviation is by 1 minute, then it will be shifted by 1 column, if deviation is by 8 minutes then needs to be shifted in by 8 column...... equal to as shown in result file. For 16th series many times there comes an extra row 9:15:00, which needs to be deleted (if present) and shift the whole data in that series upward, as shown in result file. Data is reentered into the source file regularly, erasing the previous data. Once data is reentered the program will check the each series again and shift data accordingly. If there is a shift in the series, the excel file usually asks to save the file before entering new file, as shown in the image file(uploaded). The program needs to be made, so that it automatically discard changes in (or never asks to save the change in) the excel file, which is made by the program. Otherwise new data cannot be reentered into the source file.
