Hi there. Considering my experience with .NET and mono, I am confident that I will be able to port the code over mono. My bid is a little higher but the bid as well as the timeline is the realistic one as this is work pretty much time consuming. Although, it is full project but I prefer to take the money in two phases. During the first phase, I will try to compile some of the core functions in mono and the rest will be done in the second phase.
