Python rotating and changing proxies

I have a python script in which gets random proxies from [login to view URL] and run sessions depending on how many lines there are in the csv file the problem here is that it gets the proxies from the file randomly that some of the tasks gets the same proxy from the file. what i want is each line will get the a proxy either randomly mark the proxy as used. session 1 = will get proxy line 1 and mark it as USED session 2 = will get proxy line 2 and mark it as USED session 3 = will get proxy line 3 and mark it as USED so each session will get their own proxies. fresh proxies can be assigned by calling a function (for example proxies=get_fresh_proxies()) and the fresh proxies will be taken from the [login to view URL] file and then mark is as USED so that the next sessions getting fresh proxies will not use it again. when all proxies are used then proxies will reset to be enabled to be re-used once again. so the flow will be: start session 1, session 2, session 3 -> each will get different proxies from file -> mark proxies as used -> if a session called a function "get_fresh_proxies()" get fresh new proxy and mark as used -> if all proxies have been used, reset all USED proxies to be used again. please DM me budget is $100
