What you have explained here is a Database driven platform where each user will have their very own private dashboard so that they can manage and streamline their activity within the platform as you mentioned . Each such user dashboard directly feeds in and out of the mother database . Of course the admin ( in this case I am assuming you) will have a MASTER-DASHBOARD to manage all the activity and every aspect of the platform and all the users from his / her dashboard. So therefore , based on these facts , I am considering that the database schema will indeed be an ORM DATABASE so that all the modules within the platform will be dynamic and fluid it grows as your user engagement grows .
