Wordpress rating review plugin installation

I am looking for a wordpress, php, html, css expert in order to install a rating plugin/system to my wordpress theme as per the specifications attached. There are already wordpress plugins such as GD starts rating which can already do many of the features asked. You will need to use you preferred in order to do this job as per the specifications. This project should not be difficult to do for someone with experience with this sort of plugins so have not intention to pay more than U$ 75 for this job and only by milestone payment released when ALL is working as requested in my server.
