Ad Supported WIFI Hotspot

I would like to create an advertising supported hotspot for wired and wireless computers. We would like something that does not require software installed on the computer or laptop accessing the internet and that the ad is always at the bottom of the page while the user browses various sites on the internet. We will also need a web based control panel to upload the ads and track how many times the ad was displayed and clicked on. On this control panel we would like to be able to control the amount of times the ad is displayed within a certain amount of time, or just put it in rotation with all of the other ads. We are open to hosting an ad server for this solution. Total Clicks, Click Rate o Rank Current Campaigns by highest Click Through Rate o Rank Current Banners by highest Click Through Rate o Have link on page to View all Clients o Have Link on page to view all Campaigns • Create Client Page o Company Name, Contact Name, Address, Phone, Fax, Email, User Name, Password • Client Details Page o All information from Create Client Page o Three Categories: Finished Campaign, Current Campaign, Future Campaign Add Campaign Link o Name of Campaign, Status, Views/Clicks/Click Rate, Edit Link • Create Campaign Page o Campaign Title Add banner, Title, Duration/Amount - Can be for a certain amount of time in a normal rotation or can be a specified amount by a specified date  Can add as many banners as you want • Campaign Details Page o View results of each banner Status, Views/Clicks/Click Rate, Edit Link o Sorted by highest Click Through Rate Client Computer: Can be connected via Wi-Fi or Ethernet • Client Intro Page o Either has a survey or an introductory page that the client has to go through before having access to the internet • After introduction page they can access the internet but we want their to always be a banner ad at the bottom of the page no matter what page they navigate to. This can be floating above the bottom of the browser, or built into the browser. • We don’t want to install any software on the browser or computer. When they stop accessing internet from our location and access internet form their home or office we do not want to continue to have our ads on their computer. • Banner size is 728X90 Pixels 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform Needs to work on the Windows and Apple OS and 4.0+ browsers. Ad server can be based on a linux or windows solution. Possible using a squid proxy server to add a hovering banner ad at the bottom of the browser for every page they access.
