Hi, I would like a program that will securely overwrite the hard drive if the Windows Login fails three times. (It could also securely delete all User accounts, create a new account and then overwrite the free space on the hard drive.) It must have Administrator permissions and it must display a 'Logging On" message while wiping. The user must be able to go into settings and change the # of login fails. I will provide all of the background images for the program. Thanks!

Just use Truecrypt. Use the "hidden operating system" method. Then you put a Post-It on your computer bezel with the password for the OS and contents that are not sensitive, and keep the sensitive one for yourself.... OR use it to create an "encrypted disk in a file" and use that for your sensitive data. Professional snoops are not going to boot your drive, so your unencrypted data is unprotected. You could use this latter method to house your virtual machine which you want to keep secure. Bid is for helping you with an appropriate approach with Truecrypt.
