Article Writing Management System/Website

I urgently need a talented/experienced programmer I run a content writing business and I have reached a point where I need to manage things better. I need a website where clients can place article orders and the writers can login and pick the articles they want to write. After finishing the writers should be able to submit the articles back to the system where the editor will edit them and then if they are okay pass them onto the client. The client should also be able to make payments for the article orders (will need payment processor integration). I need the system ready within the next 2 weeks or less.
