PHP Pro Bid Auction Customization

I am looking for this... Company Brief: Small auction house seeks to tie in current mail auction with internet auction. However, it must comply with current auction rules and processes. Each auction is held via SNAIL MAIL, PHONE and EMAIL on a monthly basis. This means all lots in the system will have the same begin and end date for the bidding process. (Between 28 - 31 days depending on month.) This also means bids can come from online clients, regular mail (which is entered by a company employee), and via phone (which will also be entered by an employee). The auction house will be the only entity with lots for auction and they must have some sort of animated tool to enter lots in, on a mass scale. (Around 5000 lots per month) (They would like to include the possibility of having "stores" where individuals have there own auctions as well. Store will be enabled for select individuals, but users will be defaulted to the stores being disabled.) I have enclosed an excel document which has the majority of what I need to get done for this company. I am open to idea's, so feel free to bounce a few off of me. I am also technically inclined. Feel free to ping me with any question that you may have. I will be looking to get this done ASAP (Within 30days), there will also be an undisclosed bonus up to 50% of the winning bid amount paid to the programmer(s). This is solely left to my clients discretion, and will be based on quality and willingness to make a quality product and my client happy. Also, please be professional and reliable. I will be available daily from 8am - 4:30pm EST, and also from 6pm - 10pm EST when needed. I will form my schedule around this project and your schedule.
