Add A Featured Section To My Social Exchange Site

I recently created a social exchange site and I created 2 that are exactly the same so I have one for this project to be worked on. What I'm basically wanting is a "Featured" row on that 7 users per social network can be on which will be placed on the top row and the row will be blue instead of white to show it's the featured section. I want to be able to manage it in the admin panel where I can see who is going to be featured for which social networking site and how much they paid for it and have to ability to remove the user from being featured and have their money refunded. How users get featured is through a bidding system. Everyday they can bid to be featured for the next day. (If it's Monday they can bid to be featured all day Tuesday) How the bidding works is that it starts at $0 and goes up by a dollar each bid. So the first person gets it for free since it's $0. And users can place a maximum bid (just like on ebay) so they can get a spot without spending too much money or missing out on it. Each of the 7 slots are different bids. So a user can bid on either slot 1-7. Also, users can only bid one slot so they don't end up on all 7. I also wish to have more rows for the regular users instead of the one that is there now. So instead of only having 1 row with 7 regular spots, I wish to have 5 rows with 7 regular spots. I'm sorry but I'm requesting the work to be done first since I've lost money in the past with nothing in return and I'm trying to prevent it from happening again!
