PERL Script for Moveable Type

I need a perl script that will automate a sign up process of Moveable type. Here is the current sign up form.. A user fills this out and I manually have to setup the account. I want someone to write a script so that when the user fills out the form everything is created. All I want to have to do is click a button to approve the listing or click a button to deny the listing. If possible id like the option of temporarily suspending an account. In addition If I dont want to approve the blogs I want a setting where they can just automatically be approved. Nothing more, nothing less..
