Re-code our site, simplify the code/templates and use Responsive Design

Our website: [login to view URL] works pretty well, but the company that coded it made the structure and templates very confusing and I believe too complex. We need to be able to make minor changes here and there as our products change, and with the way it's coded now it is very difficult to see how it all works. We would like to get pricing on having someone re-code the site in the cleanest and most simple way, also using Responsive design so that it will look really nice on all viewports/resolutions/sizes. There are approximately 50 pages on the site, some pages contain JavaScript 'pop-outs'. We would like quotes from coders in the USA preferably due to timezones and business hours. We would also like to use this same coder to perform on-going maintenance paid hourly or by the project, so a good communicating relationship will be necessary.
If you don't think you need to re-code the whole site, please let me know and also what you'd charge to simplify it and add Responsive Design.
