Auto Vote bot

I need a auto voting PROGRAM to vote for a site. I must enter the url that must being vote myself and then the script/software must vote directly. I need to make AT LEAST 1000 votes every 6 hours, and each vote must be from a different IP since. And need register (Can face ac) with ac user name, pass, first name and suri name & age no captcha veryfy required. There has to be some way of you either fetching a list of proxies or getting it. Also it must have a full list with working proxies in it (at least 1000) and the posibility that i can add more proxies myself This has to be a PROGRAM. Please don't post here if you cannot do exactly what I need. Our budget goes around $50 Dollars. We need a test version with 100 votes for example to check that its working Thanks
