Script/scripts need to finish site

I need a script done that does a few different things my site is a traffic selling site keep in mind first off have a login area (user name/Password) when people sign up for traffic deals the script must read which deal they signed up for and add the number of hits into there members [login to view URL] members area i want to look nice and have a link like reorder kinda standing out. right now i will use only paypal.... then lets say my site is [login to view URL] once the customer signs up it will make a redirect to [login to view URL] (but incase theres more than one sign up it might have to make a number or something) ( [login to view URL]). the customers html is the guys site that signed up, the first 10 to 20(make it so i can change this number) - the redirect must not redirect the first X number of hits to the customers site so make it redirect to a site i put into the script. also redirect through the [login to view URL] so i can add banner swaps there to get free traffic. it must be a new counter for each new member sign up and do the same thing for each new member now it was done in flash 3 and it needs another button added. but i think i can have the guy that done the site do it. now i need the "contact me" part done so they put there email then there message and hit send it goes right to me (site was done on this just need the script or whatever to do it) and also i need a submit form so i can put up sign up for a sponser and it emails me what they signed up for. also the sign up area so it emails me there sign ups and if theres a way have it go right to paypal that would be great i have an example once you bid i will give you site url and all now this might have to be installed on 2 sites also i want a master login so i can see everyones counters how many hits left and all info also so i can change the link to where the first 10 or 20 hits gets redirected to now if you have better ways please give me your input so we can do this job in a timly matter thanks and there might be a little bit more i didnt mention but it cant be to big i think i covered it all ## Deliverables Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
