VOIP Chat Active-X Control Required to be Developed(repost)

Software: To build a web based chatting application (OCX) with full features. Please read the following requirements and descriptions carefully before proceeding with bidding, this project is a deadline based project, you must be able to commit to your work on the software before the deadline and to submit everything. Coders must be prepared to work on a deadline given. Software Requirements: 1)To be fully developed in any application to result in an OCX/Active-X control capable to be used in a Visual Basic 6/Net program and also stand alone to run in Internet Explorer 6.0 with all the necessary properties and handlers. 2)Software has to be in active-x (OCX) form. 3)Software has to be fully editable/skin-able/modifiable, has an administrator settings/configuration to adjust settings accessible only to me and not to clients. 4)A full documentation of the source code and the complete source code is required. 5)Once confirmed as coder and project is up to satisfaction, full escrow is made and all copyright, ownership of the software will be mine. For web sites or? other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software? installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
