Hello Sir, I have checked your requirement and I am able to do that but for getting the location, we can not take it in the background as per the google's new device policy from android Kitkat Operating System. as I have done it before So I know about that. Thank You.

Hi, I have done very similar project in the past, PM me so I can give you the APK of the example. It does not have storage as XML but in comma separated file, it can be quickly converted to XML and I can implement the features that you like to have in one or two days.

The solution does not include UI design. It will execute in background. If you need an interface it will cost more and I need a wireframe or a UI requirement doc. Also, server side development is not included. You can find my app on Google Place: Cooperia
