Build me an app

Hi, my name is Sarah. I'm looking to start an app-driven business that connects students to private tutors in their local area. I need an app designed that looks great, is easy to use, is child-friendly, and has location-using capabilities to connect students to tutors within certain km distance of them. I would also like to be able to make profiles of tutors so that prospective students can "shop" tutors by looking through their profiles. There should also be a rating system for both students and tutors so that there are performance incentive and accountability measures.
