We need an Android programmer

Hello, we are looking for a professional programmer who is capable of designing programs for Android system. The purpose of our program is to reduce smartphone addiction. There are currently several similar programs available on the market, but their targeted customers are mainly for adults. For our product, we want to focus only on children, especially age 3-7. The main purpose is to make children to put their smartphones down for him/herself. For security reasons, the whole plan of our product in details will be remained confidential for the moment. But just to let you know a little bit of our plan, we are looking for a programmer who can set up the TIMER and PASSWORD in Android. We are planning to set up the TIMER in smartphone, and so when the time's up, all applications should be paused, except for PASSWORD that restart the program and essential functions(Take call, call and get msg...just in case) If users re-enter the password, it goes back to RESTART the program or QUIT the program. We already organized so many of our plan, for more details will be provided after an NDA will be signed. And this project should be finished by April 27th.
