Although I do not have a windows developer account, I have experience with building windows app not with the native xamarin but with MATLAB, Flutter (cross platform) and Java. But I want to add this to my portfolio. So I'm willing to get a Windows Developer Account and then following you through the way to get your app submitted on the Microsoft Store. Its going to be a learning experience for me and you.
