Change Shipping Costs After Order is Created on Magento 1

Does anyone know how I can programmatically change shippings costs to an order that has already been created. This order will be a purchase order payment method so need to worry about anything else. All I need is for someone to create me a code snippet to use that will take an order id and change the shipping cost to a flat fee and recalculate grand total I presume. I don't want the shipping method to change. Just the shipping cost. This for magento 1.
