Need to setup an Amazon (AWS) instance for a simple one page php website with MySQL database, which can handle huge spikes in traffic. approx. 500,000 to 10,00,000 hits a day, with backup. the site cannot be down even for 10 seconds. you can suggest whether to use EC2 alone or EC2 with RDS for the mysql db. need to optimize the cost as well.
