Hong Kong only-payment solution needed

I need suggestions for a secure solution for my money transfer need to Hong Kong. I basicially need to pay for items I will nominally buy from an online store using my credit card in order for the cash to be generated in Hong Kong in US dollar. The actual purchase does not happen. With the solution, I need to be sure the person (online store owner) receiving the money will transfer the fund to somebody I know in HK, or deposit the money in a bank there. So basicially, the person need (1) to have an online store that I can make purchase from nominally (not actually) in order to generate cash in HK with my credit card (2) provide some kind of actual guarantee that the money will be placed with the person or the bank I designate before actually getting paid for the service.
