Special project Website thats similar to Angieslist.com but Better!

This is a special project! I Want a cross between Craigslist, Angies list, and Freelancer. Same technology and format where people can connect to businesses. Want to have consumers to be able to send out a notification to only people in their 5, 10, or 20 mile radius. There will be 2 types of sign up pages. There needs to be an inbox account created for each user instead of how craigslist sends decoded emails to people's personal emails. I want it like how [login to view URL] has where the only notification you get to your personal email account is it saying "you have a new message in your fiverr account) then they will need to log into my site to see their new message. When someone signs up, i need a one time verification email sent to their personal emails. I want people to be able to post pics up and create a profile for themselves just like facebook. Clean, fresh, modern, and user-friendly, professional and youthful. Wordpress CANNOT be used for this and I need something that I can easily go in and add/delete or change on my own so coding has to be simplified and organized I need a genius in web development.
