PSD to (Re-Design Re-Code) over Coupon Theme (Wordpress)

I need an EXPERT Wordpress Coder, Thinker, Abstract thinker!! But above all a Wordpress PRO that can come up with solutions and can design like a madman or madwomen:) Let's start off with the Basics and why I need my site redesigned (we have 6 PSD Layed Files) to go off of. We actually just had this done about 6 months ago but there are some changes I need made to make site run faster, clean up old code and make sure I site is the best it can be. Our site has used a BUNCH of different codes, etc over the years and the theme and design has been changed a bunch along with features and excess CSS code etc. We need this cleaned up. In fact if we have to start over and you as a programmer feel that it's necessary we might do that. 1. Currently site built on Flatter Theme from APPTHEMES (Its a Child Theme of Clipper Coupon Theme) --- It was built on top of another theme and altered so I am not sure what is really going on.... 2. We have so many add on and excess CSS code / pages etc we need to clean it up and speed up the site!!! 3. Another reason we are adding the new THEME design is to spruce up the site colors and also we are adding more categories.... Only thing to keep in mind is that we value COMMUNICATION!!! We Value Speed and Good Work!! We also want a programmer that can come up with ideas etc and work through problems. We want 6 PSD files installed....either over current structure or if (programmer deems it necessary) start over from new install.
