I would like to hire a Graphic Designer

Hey, I want a logo for the College group of graduating students of Modern Languages we usually call it LM (Línguas Modernas in portuguese ) degree at the University of Coimbra, Portugal, 2017-2018. Every year students who are finishing their degrees start raising/collecting money so they can have a kind of truck/float for a parade(Cortejo) along the streets of the city that happens in May, where their celebrate their graduation, at least 100 cars from every course and thousands of people hit the streets and it's called Cortejo da Queima da Fitas, Queima das Fitas is the biggest yearly celebration for the students and citizens as well. During the festival's week many groups of students from other Portuguese universities and thousands of visitors come to enjoy it. The festivities run for a full week. The highest point of the festivities is the Cortejo – a beer-filled parade throughout the city center with the graduating students burning their ribbons and dozens of elaborately decorated floats/trucks (representing their faculties and carrying placards with ironic criticisms alluding to teachers, educational system, national events, leaders etc.). So what I need is a simple and fun logo to represent our group of our float/car, to use it in Merchadising(such as sweatshirts, t-shirts,etc.), Flyers, in our Facebook Page profile photo and cover, etc, and MUST be related to the name that we choose to our car/float which I talk about it below. - Colors (black-dark blue-white, whe can only use those 3 colors) - The texts in the logo must be in Portuguese which is the name of the car/float: Línguas Monumentais ( lousy translation is Monumental Languages and why Monumental? the name cames from the Monumental Stairs, they are one of the most important monuments of Coimbra, they are really big, about 125 degrees, you can search for it in google). So the mascot must be related or must some kind of a stairs and maybe a tongue (because we are students from languages), and the name of the car (Línguas Monumentais), that can be big and together or whatever you prefer with the mascot - The logo must also mention(not in a big size and not next to the mascot) also in Portuguese: Universidade de Coimbra (in english means University of Coimbra that's the university we represent) for example in small letters below the mascot and also above the mascot the text: Carro de Línguas Modernas 17/18 (this means: car of Modern Languages 2017-2018).
