Also, I checked your website to have the idea how things will work and now it's clear to me how you will need each component be placed on a layer so that it can work out in animation. So, do you want to redesign the current city (like, park be replaced with different park) or you will tell the new type of buildings which represents your services (like, skyscraper be replaced with hospital etc)? Edit: I checked the description again and understand how you need some components to be redesigned and some to be replaced.
