Huge Las Vagas Netrwork Site

Here is my idea and I need someone who has my vision and will run with me on this. I have 25 domains only 2-3 are set up and one is optimized properly. Most of then have to fo with youth sports camps, Las Vegas and a few misc. I want to create a huge network with 3-4 great site with no ads just my products the others will be set up for google ads and like companies. I want each site to bring in a min of 100-200 a month. I want all the new sites designed, optimized for searches and linked all over the place. Now here is sort of the catch. Besides pay I am willing to give up a huge piece of the ownership in all but 2 of the sites (part of my network but I am not sole owner) If you are from Las Vegas and you are a master marketer besides a web person I am willing to give up 49% ownership. If not I will split the ownership between the designer, marketer and myself. Someone let me know if this is possible and if it even sounds like a good idea. Please bid with the ownership in mind. I do not have the budget to pay for all this myself or I would not be giving up any ownership.
