Need Help Calculating Federal and Pennsylvania Estimated Tax Payments

I need help calculating my federal and state estimated taxes for this quarter. For the first quarter's payment, I used the amount that TurboTax provided that complied with safe harbor even though it was much too high. The reason that that amount is too high is because last year I had a better year than I'm having now, so TurboTax's method of calculating using last year's taxes and applying safe harbor and so forth produces estimated tax payment figures that are much too high. I don't want to continue over-paying each quarter, so I need someone to correctly calculate my estimated taxes for this quarter. Also, is there anything to be done about the fact that I overpaid by a substantial amount for the first quarter or do I just have to wait until April to get that money back in the form of a refund? Finally, will the fact that I'm going to be making uneven payments result in more paperwork at the end of the year?
