Modify PHP script to include filters and export to excel UTF-8

I have a php script to get information from mysql database. The page should show only 10 records as preview, then when downloaded without filters the whole information is downloaded in Excel. If any filter is applied, 10 records displayed in the screen are related to that filters the full list of filtered records will be available when download the excel file. Excel file should be exported in UTF-8. You can check how php currently is working here [login to view URL]

I've few questions: Your requirement is: 1- Display only 10 records per page and add pagination? 2- Add search by filters functionality. 3- When user search and export excel, we have to download all records against those filters or just top 10? Excel will be in UTF-8 format.
