I need an expert that could build a web based program that would have several functions in it such as: 1. set up a database and backup server for all submitted and uploaded files. 2. form creation that would be served as submission forms for users. 3. when forms submitted, they would be saved in the database, exported in its layout as a PDF file and added to a reports list of all submissions for each type of forms, a list that can be exported as an excel file. 3. FTP server where XML files would be sent and would automatically create a list from the data that was stored on the file, in a specific form or document depends on the XML data code. 4. create a visual reports of the submission based on editable parameters. 5. create forms that would push data entered into another excel file creating an hyperlink to the form submitted. 6. permission management for users, decide who can "view only" and who can access and edit form. 7. tree like structure of folders where forms are arranged. 8. RTL language support both for GUI and Forms.
