Searchable Wordpress Site with Intelligent Design

I need to redevelop a Wordpress site and need someone who has experience with this. I DON'T need some who will install plugins that will only slow down my site while not doing what it's supposed to do. SO PLEASE DON'T WASTE YOUR TIME EXCEPT YOU KNOW YOU CAN DO IT. I won't respond to automated submissions. The site currently runs as a news magazine with various categories and tags. Here is what I need someone to do (without installing too many plugins) 1. Create custom post types with various segments such as (in the case of a school) fees, state, country, etc 2. Create the architecture such that people can easily search for either school or scholarships OR for both. In which case, there should be a way of associating schools and countries to each other in a neat way 3. Convert the current categories we have for these terms into the new searchable forms 4. Create a form at the end of each post for users to suggest corrections 5. Prove that the development does not significantly affect site speed. If you only know how to add more codes, please don't apply 6. Be willing to complete the job in a timely manner. 7. I am happy to buy a template (if you suggest one) and then you can develop it into a theme OR you can use the theme I have OR you can use a different one. 8.
