Document upload module for peer review in Joomla or Drupal

Hello I need a module for Joomla or Drupal. This module needs to do the following: THIS IS THE BIG PICTURE OF WHAT I NEED I want to use joomla or drupal to help me provide a service to users where they can upload documents and track uploaded documents which are then edited by an administrative group. These files that are to be edited by the administrative group and by default are only viewable by the user that owns it and by the root administrator. However, the root administrator can give permissions to other editors in the administrative group so that they can upload edited versions of the uploaded documents by the users. When the latest edited version is completed, the administrative group can make this edited version accessible by the the original user for download or online viewing. Below is more detail on how this should work but if you understand exactly what i'm trying to do and have suggestion so that this is more streamlined--I am open to doing it differently. HERE IS MORE DETAIL -Allow registered users to upload documents. -This new uploaded document will have default access permissions that can be set from the administrative panel. -The default ownership will be for the user that uploaded. -The user will be able to view a list of all their uploaded files ordered by time stamp. -Each uploaded file can be deleted but must be confirmed before deletion. -Each uploaded file will have the following attributes viewable in the list section: ---Waiting to be accepted ---Is being edited ---Has been edited These attributes will be settable by the corresponding user in the administrative group. The administrative group will be able to list and view all files sortable by time stamp and users. The administrative group can download or view the file if supported by browser plugins. The administrative group can upload a new file associated with the original document. This new file upload by the administrative group can be viewed by the user when the "Has been edited" attribute has been set on the original file. Multiple versions for the same file uploaded can exist to keep track all uploads from the administrative group. The administrative group will have a set of permissions that only affect the administrative group . This will allow the root administrator to assign access permissions for the user files to individual admins in the administrative group. All files uploaded will follow standard security procedures so that no code can be run maliciously on the web server and can only be accessed by those authorized users with the proper permissions set.
