opencart 3.0.2.0 Add on - Admin uses1

I need an experienced Opencart developer to make a simple addon for me - I am attaching two images for simple example. I would like a module (OCMOD) that would add icons of roughly 32x32 size to be added via a simple section under Customer (in Admin menu) called 'Customer Icon' - This section would be able to use opencarts own customer search option to find the customer first and then as shown in image '[login to view URL]' to have a list of already uploaded icons (showing files names in the dropdown) and then choose one to add to the customer being searched OR upload a new icon using opencart image manager. Search option will also be able to search by icon or icons 1 or more - so for example if 'Icon-1' or ''Icon-2 + Icon 3' or any combination is uploaded - I should be able to search that which customers already has this icon added to them already. SO The module will simply add icons to the customers as shown in image [login to view URL] - Also when hovered over it will show the file name (Without file extension) - - Admins should be able to add as many images and the table to adjust accordingly visually and then carry on to next line if there are too many - thus not disturbing the over all layout of the customers view in sales customers. NO TIME WASTERS - I have been thorough in explaining my requirement - PLEASE read carefully and only apply if you are well versed with opencart 3.0.2.0 structure and TWIG - I do not want any php developer to bid just for the sake of getting this project. I need this quickly as well - Budget is exactly what I am posted no less no more.
