I need an obd2 on a vehicle to trigger a song to play on a smart device when going under 30mph

I need you to develop some software for me. I would like this software to be developed . I need a piece of hardware / software made that will somehow plug into a vehicles obd2 reader and recognize when the vehicle is either idling or going between 0 mph to 30 mph, during which time it will automatically make a particular song (out company jingle) play on an iPod (or smartphone). The iPod will be attached to a loudspeaker on my company truck and plays our company jingle. Or you could design it maybe to where the song is always playing on the iPod if the truck is turned on and the obd2 piece of hardware (or software) you are making could simply turn up the volume or turn on the speaker. I don't care what approach you take, I just want the end result of our company music playing on a loudspeaker if the truck is turned on and either idling or driving less than 30mph. I'm doing this because I do not trust my drivers to play this or turn it on and off all day while they are driving and I'm about to invest a decent little chunk of money into equipping the trucks to do this and I'm having a company song / jingle made from scratch
