XML API Ordering system Intergration

We require an experienced XML/PHP/ASP Developer to intergreate an existing API developed in XML by our UK hosting provider ICUK.
The developed XML API allows full true realtime activation allowing us to offer automated signup services for services such as web site hosting, domain name registration, UK Broadbad order provising and much more.
As the API is devloped in xml this allows the coder to develop an automated platform in either ASP, PHP or Perl.
The API is broken down in to methords and allows the potential for the coder to develop a fully functional control pnel.
At this stage we only require the following methords to be inplemented:
ADSL UK Broadband Availbility Checker + Live Order Placements
Linux Hosting Ordering System this includes domain name Name avaibility checker.
As the XML Methords are already provided for this we just require a coder to intergrade these into PHP.
A NoChex/2Checkout payment gateway plugin will also be required in order for us to prcess payments.
Because of the size of this project we will be looking to build up an ongoing relationship with the winning bidder as further methords will be required to be intergrated in the future.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
