Developer for Community Feedback Website

I need a website to be developed that allows users to submit feedback in multiple forms. Users will be using comment boxes, rating polls, like or not like buttons, vote up or vote down and other feedback tools on topics and articles listed by the admin. The feedback tools should be simple yet effective. The site should be designed to be very user friendly. The entire site and CMS should be build from scratch, not using any stocked CMS, template or copied page.

The admin backend should be customized to allow full editing capabilities of the content on each page, as well as the feedback features on each page. The backend should be able to gather, store and extract (in .pdf or .doc format) the feedback results from the users in a statistical format. Documents of ALL formats (.pdf, .doc. jpg., etc) should be able to be uploaded from the backend for display on the site. The backend should also allow managing the site keywords and title page words, to assist with search engine optimization.

The selected coder MUST be able to communicate every day and provide updates everyday. Completion of this project within the allotted time is not optional, it is mandatory. Coder must also be very flexible to make changes at all points in the project.
