Phase 4.4. Add advanced features to gps tracking platform

1. Add functionality to upload POIs from KML files. The functionality will be available for sysadmin. Also, the ssyadmin should have capability to delete them.

2. Add functionality for users to create public and private POIs

3. Add roles for users to define which one can view/add public/private POIs

4. Add user roles for each device commands

5. Add to notifiers more email addresses

5. Into report GPS Raw Data add IO act/deact.

6. For sysadmin add log in report

7. For sysadmin add Unassigned Devices report

8. Modify the Perriodic Service report, add Maintenance settings and based on it generate the periodic service report
