Freelance PHP Script

I am interested in a Freelance PHP Script that is capable of achieving the following :

1. Easy to edit html template files.

2. Simple wizard installation.

3. Buyers pay a 'per project' fee based on a 7 or 14 day duration

4. Professionals pay a subscription fee for 6 moths or 1 year to bid on projects.

5. Escrow Option - Buyers pay Providers directly just like Ebay or use this option

6. Plugin payment system (allows for additional payment methods to be installed easily)

7. Supports Paypal and NoChex.

8. Buyers and Providers can communicate through an internal messaging system

9. No cronjob necessary

10. Powerful Admin panel for controlling your site.

11. View past transactions.

12. Buyers can pick a provider at any time.

13. Admin can manage the file types and size limit users can attach to projects.

14. When a project is posted, providers who might be interested are automatically alerted by email.

15. Buyers can add extra information to their project description at any time.

16. Admin can edit project description.

17. Admin or Buyer can close a project at any time

18. Admin can Manage list of banned usernames, e-mails, and PayPal Addresses

19. Admin can Delete users accounts.

20. Admin can Manage Site Fees.

21. Admin can Find, edit and close projects.

22. Admin can Manage rules by regular expressions

23. Signup process requires email verification

24. Create an unlimited amount of project and job categories.

25. Buyers can attach files to their project

26. Providers can attach files to their profiles

27. Buyers can extend the end date on their project.

28. Users can be rated and reviewed after they have completed a project

I want a decent bug-free script that can do all of the above. I don't mind a modification of existing scripts as long as they meet all of the above. I am working with a set budget so please DO NOT BID unless you are WITHIN my budget or your bid will be REMOVED.
