Mobile Applicaiton for RingBack Tones

Looking for an experienced programmer that can create integration mobile applications. Our company's goal is to be able to create a mobile service that we can sell to cellphone users where they can set up their mobile phone to be able to have their callers hear a star/celebrity's voice (will be personalized) or personalized song that is recorded specifically for that cell owner rather than just having their callers hear a regular ringing sound (also know as ringback tones...not a ring tone but its ringback tones).

Phone carriers currently have a service called ringback tones that the cellphone customer can purchase and subscribe to and so that when their callers call, the callers can hear a song rather than hearing just a regular ring sound while waiting for the cell phone owner to answer. The issue is that those cellphone carriers only offer certain songs which has very limited selection and it can't be personalized.

We would like to have our customer have an option to be able to have the flexibility to have unlimited personalized messages, songs, tones, etc. that they can program on their phone that they can customize which caller can hear which message or music/message when they get a call without having to go through their phone carrier. We would like to integrate it with a website that the cellphone owner can customize easily whenever they want to. Let us know what your strategy is in bypassing the phone carriers to make this applicaiton work so we know that you are capable of taking on this project.

We already have a lot of actors & famous singers who are on board with our project. Please let me know if you can do this project and this can be an ongoing job for you because we need someone to upkeep and maintain it. Please provide a quote and if possible your agreement as well.
