Windows Photobooth/Photo capture app needed to match our iOS app

We are looking to replicate our app with a windows variant. We currently have an iOS app that takes photos, gif, boomerang, in both normal and green screen (chroma key) modes. The app connects with our API to process uploads and delivering the photo to the guest.

The app will need to have login, capturing, uploading, printing, and registering of the photos functionality.
The app will need to have the ability to use a DSLR camera, webcam, or built-in camera of device software is running on.
