Illustrate the main character of my book

I am looking for someone to illustrate in high quality the main character of my book. Here are the characteristics to follow:
-Female
-Around 23yrs old
-Long white hair with a few curls
-Almond eye- color of eyes: light grey...must be very very clear, close to white(yes, the iris!)
-Clothes: Long Emerald green dress, floating around her, no long sleeves (middle age / medieval style: see pictures attached for ideas/ must have lace in front), and white cape with large hood attached around her neck.
-Accessories: she must have around her neck a silver chain/necklace with an oval crystal attached to it (crystal must be around cleavage) and in the middle of the oval crystal, there must be like a dark blue liquid inside (just a little/ not much)
She must also have a long and thin silver sword. Some thin lianas/leaves are engraved in the sword and they climb from the handle to the middle of the blade.
background: Blurry, no real image to appear.

She doesn't have to be still and can be in a movement or in any position (however, she must not be using the sword- sword must be only in her hand/resting along her body), but I would like to have the impression of wind with some hair and the dress floating.

I forgot about the "no long sleeves part". But I'll take care of it, it's not finished anyhow :) not by a long shot. I am rather enjoying this, in fact, I think I'll draw another picture of the same character, after this one, just because I love medieval and fantasy. :)

  Just one more thing, about the lianas/leaves, I painted them like real life lianas in this second version, it looks cool lol. I can also make them like an art style in the blade, engraved. :)

Consider increasing the budget. I think more good graphic designers would interest.
