Wordpress. Produce parallax scrolling web page

Hello WP pros. One page parallax scroll in Wordpress. You must understand scroll-based effects. Will need to develop on my staging site and then be able to migrate this to client's server on another domain. There is a form with validation and a few links. See prototype video that shows design ([login to view URL]). Video is meant to display what it would look like when user scrolls through page. Mobile phone version does not retain parallax but does keep a few animated elements. Need an excellent professional who can think and solve issues. We will need to work through things to get to the perfect final. If you aren't able to be available and see this through to the delivery, please don't bid.
