If I understand correctly, you're trying to configure your site by google tag manager to restrict the cookie's usability. I can help you to compliant the GDPR configuration, this includes GA consent mode and the trigger of cookie by category accepted by the user, If you already have the granted/decline option in the UX, configuring the GDPR all by gtm is what I can do for you without a consent management platform.
