Require a publisher/subscriber service

I've recently began manually testing Windows environments. I require a solution which will allow me to send keyboard and mouse commands from one PC to a group of PCs, which will be on different networks. I need this solution to guarantee delivery of messages between the publisher and subscribers. As a start, I require this solution to handle up to 50 subscribers. Also, I will require that any external infrastructure used by this solution to be managed by myself. I require that any messages sent between the publisher and receiver be kept within the South East Asian region. Latency is also important, messages should be received within 5 seconds, 10 seconds being an absolute maximum. Please reply with an overview of your proposed solution.
