Sort of betting website without depositing and withdrawing, we handle it manually

Hey! I'm looking for someone to build and create a whole website for me. There is a bit of work but I'm just going to see if this is something someone can do for me! Okay so at the start page I want it to be just a logo that I can change later on and some information text (clean and stylish) So what functions do I want? *Chat *Account (First & Last name, street, postal code, and most important Phone Number) *Random spinning 50%-50% wheel or animation controlled by an admin or owner (once it should start and how much amount the two people are betting. Also in realtime for every user of course) *Show which player that are in the round and winning message or losing message // maybe a rolling animation for player 1 (green) and player 2 (blue) so it says someting like this. "Jessica 50" with blue text. *Logs of every game under the rolling function So how does this work? The user gets business phone number that they will send money to and if the admin receives the money he/she will accept the bet and put him/her in the queue for a roll with someone. Once it's time for the roll, then the animation will start and randomly choose a color. Then the game will be logged down the page so everyone can check the winner again if they missed. So what will the users be able to check on their account page? *total winnings/losses *display logs from every game *show how many games played *ranking system that's based on how many bets the user has made. So I'm just curious to see if someone can manage to build this website, and how long time it could take.
