Bootstrap based responsive webdesign

I am looking for a developer who can design 17 to 20 pages of my web application, the aim of the web site is to find missing people (lost and found style), i am looking for a

Requirement:

I have uploaded a sample set of 2 pages (you can pick any 1 page) and show me a sample of your creative designer skills (Using plain CSS Bootstrap, nothing fancy, i am looking for simple and elegant website).

If i like it, i will create a new project and upload all the 20 pages and will create milestones. This is to find the correct developer for my current project. The price money is for all 20 pages of the website.

This should be responsive (Very important, fit for all devices).

What i am looking for in the developer:

1. Should be creative, should come up with their own suggestions and should be able to work independently (Very important)

2. Should be willing to have a phone meetings to gather requirements from me if required (important)

3. Should document all the features so future developers can find the correct information

4. Should be able to write readable code with comments (very important)

5. Should be flexible and should be ready to do multiple revisions until i get the best output (Very important
